Afghan talks begin amid dim hopes

Hosted by Foreign Secretary of Pakistan Aizaz Ahmed Chaudhry, the fifth meeting of the QCG of Afghanistan, Pakistan, the United States and China on the Afghan peace and reconciliation process was held here. Afghan President’s Special Envoy and Ambassador of Afghanistan to Pakistan Dr Hazrat Omar Zakhilwal, US Special Representative for Afghanistan and Pakistan Richard Olson and China’s Special Envoy for Afghan Affairs Ambassador Deng Xijun represented their respective countries.
“The QCG reiterated that violence serves no purpose and that peace negotiations remain the only option for a political settlement. In this respect, QCG countries reaffirmed to use their respective leverages and influences,” said a joint press statement issued after the meeting. “The QCG strongly condemned the April 19 terrorist attack in Kabul and underscored that those who perpetrate such acts of terrorism should be ready to face consequences of their actions,” it added.
The QCG expressed its continued determination with a shared commitment to advance the goal of an Afghan-led, Afghan-owned peace and reconciliation process, the statement said, adding the next QCG meeting will be convened as mutually agreed. Earlier, in his opening statement, Afghan Ambassador referred to the continued violence in Afghanistan but added that the meeting was important in the sense that it is being held after a significant pause, in the midst of which a number of events that affect the nature of our discussion as well as the role of the QCG. “Our view is that the QCG has been and could continue to be a useful forum for discussing some of our toughest issues, particularly relating to the prospects of peace, reduction of violence, combating terrorism and trying to build trust,” the Afghan envoy said.
Though no statement of other representatives was available and the Foreign Office had to withdraw the same joint press statement which was earlier released before the agreed time of 7:00 PM on Wednesday evening, the Afghan ambassador statement was released to the media by the Afghan Embassy here. Zakhilwal pointed out that the QCG process has had made some achievement like the agreement on the “Roadmap for Peace and Reconciliation Process in Afghanistan”, adding the way it was finalised, was a significant step, which undoubtedly generated a lot of hope and optimism.
However, real progress at the end is measured and viewed by the change in the ground reality with respect to peace or conflict. “The ground reality in my country is indicative of Taliban opting for continued and more violence,” he added. “You would agree that the paper work of the QCG, as significant as it has been, has not yet been matched by the deliveries expected. Peace talks did not begin as we announced; Violence in my country did not recede”, he added. The “spring offensive” by the Taliban was launched but, he added, it did not succeed as was highly expected by the Taliban, and in fact they have been receiving mounting casualties but deadly terrorist attacks, of which the April 19 2016 suicide bombing was the most serious one, continue unabated.
“With such lack of progress it is not easy to maintain public and political support for peace negotiations – at least for unconditional ones,” the Afghan envoy said, adding Afghanistan’s expectation from Wednesday’s meeting is to have a frank and hard assessment of progress or the lack of it as well as on the QCG roadmap, and need to discuss and understand the reasons and the challenges.
“We still view the QCG process useful and would want it to continue, but for QCG itself to remain relevant and useful, we must show real progress on our intended aims and deliver on our commitments, as per the QCG roadmap,” he underscored. Earlier, he also thanked the government of Pakistan for hosting the 5th round of the QCG meetings in Islamabad and for its hospitality. The meeting was held amid reports of Afghanistan signing a draft peace agreement with Hezb-e-Islami led by Gulbuddin Hekmatyar.

Mark Zuckerberg meets US conservatives over bias controversy

Mark Zuckerberg meets US conservatives over bias controversy

#mark,#zuckerberg,#meets,#conservatives,#bias,#controversy
Facebook Chief Executive Mark Zuckerberg heard from more than a dozen U.S. conservative leaders on Wednesday and said he will work to build trust with users who believe the social network displays politically biased news content.
After a closed-door meeting at the company's Silicon Valley headquarters, Zuckerberg defended his company's practices but acknowledged that many conservatives believe Facebook is politically liberal.
"It doesn't make sense for our mission or our business to suppress political content," Zuckerberg wrote on Facebook after the meeting.
"I know many conservatives don't trust that our platform surfaces content without a political bias," he added. "I wanted to hear their concerns personally and have an open conversation about how we can build trust."
The editorial practices at the world's largest social network came under scrutiny after a former Facebook contractor anonymously accused editors there of deliberately suppressing conservative news. The allegations were reported by technology news website Gizmodo, which did not identify the ex-contractor.
Facebook has denied the allegations and said it would conduct a full investigation.
A Facebook spokeswoman said the meeting produced "a constructive discussion" and some attendees called it productive.
"I think Facebook is very sincere in wanting to resolve outstanding issues with conservatives," Brent Bozell, president of the Media Research Center, said after the meeting.
Attendees were frank about their concerns, but the tone was cordial, Bozell said. "Facebook invited that frank talk. People didn't hold back too much," he said.
On her Facebook page, conservative CNN commentator S.E. Cupp said the meeting had produced "strong commitments to address issues, as well as to work together on common goals."
Other attendees included former White House press secretary Dana Perino, media personality Glenn Beck and former Republican Senator Jim DeMint.
Zuckerberg said that while Silicon Valley has a reputation for being liberal, Facebook's 1.6 billion users span every background and ideology.
"The reality is, conservatives and Republicans have always been an important part of Facebook," Zuckerberg wrote.
Presumptive Republican nominee Donald Trump has more Facebook fans than any other presidential candidate, he said. Fox News "drives more interactions on its Facebook page than any other news outlet in the world," Zuckerberg added. "It's not even close."
Fox News is owned by Rupert Murdoch's 21st Century Fox.
Facebook employees who donate to presidential candidates lean Democratic. Seventy-nine percent of employee contributions to 2016 contenders went to Democrats, according to a Reuters analysis of campaign finance data, and 21 percent to Republicans.
Zuckerberg has contributed to candidates in both parties. Sixty-percent of his donations during the 2014 midterm elections went to Republicans and 40 percent to Democrats. He has not supported a presidential candidate this cycle.
Although a U.S. Senate committee is investigating whether there is liberal bias in selection of trending topics, there is little chance the government will try to regulate Facebook's practices, said Republican Senator John Thune, chairman of the Senate Commerce Committee.
"I don't have any reason to believe that would be necessary," Thune told reporters on Tuesday.
Thune sent a letter to Facebook last week to demand that it explain its editorial decision-making and how stories are chosen for the "trending topics" feature. He said his primary concern was that Facebook was potentially being deceptive about how its news feed curation algorithms work.
Facebook last week released its guidelines for choosing trending topics, but the operations of the news feed algorithm remain closely guarded.
Legal experts said the government has few tools to dictate how a private company makes news decisions.
"As a legal matter, Facebook is not required to be even-handed," said Eugene Volokh, a law professor at the University of California, Los Angeles. "Congress can't introduce something that tries to prohibit Facebook from making these kinds of choices."

Millennials tie Baby Boomers as US’ biggest voter-eligible age group

Millennials now have equal say as their Baby Boomer grandparents at the ballot box, according to new research.
There are now 69.2 million Americans between 18 and 35, which is a virtual tie with 52- to- 70-year-old Boomers, according to a new Pew Research Center analysis of U.S. Census Bureau data.
Both groups are about 31 percent of voter-eligible Americans, according to the data, drawn last month.
It’s yet another generational milestone for the generation behind selfies and belfies, as they recently tied the post-World War II crowd as the nation’s largest living generation.
Gen X (36-51) and members of the Silent and Greatest generations (71 and older) were about 25 percent and 12 percent, respectively, according to Pew.
It’s not clear how this will shake out in the only important measure – votes.
And if history is any guide, Boomers may still have an upper-hand in dictating national policy.
In the 2012 presidential election, there were 69 percent of eligible Baby Boomers compared to just 46 percent of eligible millennials.
